Why do people report question for being chatty?

If I am not hurting anyone, and you don't want to answer my question then why do you? Why read it decide it is chatty and report it? I am confused, if a question is non offensive and just a tad chatty why is it against the rules? How do I know what to chatty is? How can I answer a question without becoming chatty? I'm confused on why people report question's that are not hurting anyone?
