My garter snake has foggy eyes???

is he sick? is he shedding?. what is wrong. He is doing evrything normally like eating basking and such , but his eyes are becoming a light shade of gray. There is no loose skin that i know of. he is a little over 1 foot (about 33cm).if he is sick how can i treat this. plz help.
