Girls, in need of advice. If you saw a cross dresser in a mini skirt, tights, and heels . . .?

Would you find it offensive that he was not wearing underwear (meaning if you caught a glimpse mistakenly)? I routinely wear this type of outfit, and usually don't wear underwear due to panty lines and don't want to be offensive. Do girls wear underwear with this type of outfit, and if so, what do they wear? Please offer any outfit suggestions for me that incorporates a mini skirt, tights, and heels.
